Organizational system evolution:
After Dalian was liberated in November of 1945, decided by the first governor meeting of Dalian Municipal Government, 123 districts during the War of Resistance against Japan was changed into 12 districts. At that time Heizuizi District was the predecessor district of Zhongshan. In December 1945, in order to commemorate Mr. Sun Yat-Sen, the name of Heizuizi District was changed into Zhongshan District. In February 1946, the Central District and the Nanshan District was combined into the Zhongshan District. In August 1949, Zhognshan District was named as Zhongshanqu Public Government Office. In December 1950, the district Public Government Office was transformed as Zhongshnaqu Peole's Government. In July 1959 Lingqian District was combined into Zhongshan District. In September 1960, Zhongshan District People's Commune was founded. In April 1963. the people's commune was withdrawn and the District People's Committee was resumed. In July 1968, the District Revolutionary Committee was founded. In August 1968, the Revolutionary Committee was withdrawn and Zhongshanqu District People's Government was resumed. Geographical position:
Zhongshan District is the center district of Dalian. It situates in the southeast of Dalian, facing the sea from three directions of east, south and north， adjacent to Xigang District in the west.

Its land area covers 43.85 square kilometers and its coast line reaches 27.5 kilometers long.

It has 8 street administrated offices including Qingni Street, Kunming Street, Guilin Street, Renminlu Street, Haijunguangchang Street, Kuiying Street, Taoyuan Street and Hutan Street.
